Let's look inside the Ku-band LNB I grabbed from the free table at a hamfest.
To start out, we can see that it's likely a normal Universal LNB with 9750MHz and 10600MHz local oscillators.
Local oscillators which are DRO's, not PLL like in modern cheap LNB's.
Maybe I can convert it into a transmitter?
The input power is regulated down to 8V by the 78M08 linear regulator.
The control chip is Either sb3113, sb3113G or sb31136
Deeper searching revealed that it is ZNBG3113 from Zetex.
